Jessica Carnes

Jessica L. Carnes focuses her practice on business and commercial transactions and administrative law. She provides outside general counsel services to business owners, assisting her clients with all aspects of contracts, including drafting, interpreting, and negotiating. Ms. Carnes believes that it is better for a business to engage in regular legal advisement to avoid potentially costly litigation later. 

Ms. Carnes started her law career as an entrepreneur. In 2009, she started her own law firm, where she represented several local and statewide businesses. Ms. Carnes closed her firm when she accepted an attorney position in state government. Since leaving her firm, Ms. Carnes gained experience as a government attorney and an insurance defense attorney. Prior to joining Underhill Law, Ms. Carnes served as an administrative law judge for the State of North Dakota. Her business clients regularly benefit from her knowledge and experience in government and insurance law.  

Ms. Carnes received her undergraduate degree from Arkansas State University. She was the top student from the College of Arts and Humanities, graduating cum laude as a Trustee’s Scholar with University Honors. Ms. Carnes received her law degree from University of Arkansas in Little Rock William H. Bowen School of Law, where she participated in litigation clinic and mediation clinic.
